Change the portable loader #1822

While WinPenPack has suited us just fine for years, it also has a number of drawbacks by being a generic loader that is, in fact, primarily meant to be used in a framework environment, not in the least for release engineering of the portables. It was chosen at the time for being a relatively easy to configure flexible solution when it wasn't entirely sure yet which direction we were going in or in what environments the portables were going to be used and/or if people would need to change the config often themselves (which isn't the case). The whole selection of .ini files (user.ini if it exists etc.) is also a bit of a bad hack on it.

Time permitting, I'd probably want to write something custom to replace it, that is more focused on serving Pale Moon specifically and not a swiss army knife/generic loader.
