Yeah, I don't think there is any mechanism to make UI settings/configuration private when a private window is opened. That isn't actually part of the "private data" (which relates to web content only). Call it clear evidence of the strict separation between UI and content ;-)
Private Browsing windows are not strict sandboxes as far as the entire application is concerned; only content and data storage is separated.

Maybe considered a curiosity and perhaps unexpected? I'm not sure if there is an easy (or sane) way to implement that separation for the entire UI as well; that would be very involved and... not actually worth the effort?

P.S.: if you want that kind of exact separation for your workflow then using a separate portable copy might be the best solution.

I was really pressed for time when submitting this, but my logic was more along the lines that I would have expected that any UI setting changes and stuff done in a private browsing window to just not be retained.

Of course, I guess that wouldn't really solve the issue of opening a new non-private window during when you had a private window open...
