Startup speed issues #96

Reported by several users are recent startup issues where the browser will not respond smoothly after first install, and in some cases after each startup.
Unable to reproduce this myself, but potentially a drawback of commit 2c0217a9e7 where precompilation of the startup cache was disabled (to reduce installer/download size) for what was assumed an optional feature to be used only once per install.

Unable to reproduce this myself, but potentially a drawback of commit 2c0217a9e70e0ad1f414ffe80f267b4319369c0e where precompilation of the startup cache was disabled (to reduce installer/download size) for what was assumed an optional feature to be used only once per install.

Users have been asked to see if AV compounds the initial compile issue, and to test a rebuild of 25.5-release with precompilation enabled.

Since precompilation was re-enabled and nobody has given any further feedback, I'm closing this as inconclusive.
