Remove the toolkit download manager #1869

Literally the only reason this wasn't done before yet was because "Borealis doesn't want jsdownloads".
The ancient download manager toolkit UI has not been in use for a very, very long time.

If I'm mistaken and some suite-based application is still using it instead of jsdownloads, then please speak up before this is yanked.

My private fork of the suite uses it, but if there is any maintenance burden, then I wouldn't mind having to switch to jsdownloads.

I'll leave it in place then. Of course there is a maintenance burder for using it, since it's one more interface and implementation in the toolkit. However, there doesn't seem to currently be any reason to have to touch it. I'd rather remove it, but if there's a reason why you shouldn't use jsdownloads (other than "I never did before...") then it can stay.
